The ‘HOPE Court’ is up and running in Summit County. That’s the new specialty-docket Common Pleas Court for cases involving mental health issues. And as it nears the end of a second month, it’s busy.

Case referrals to ‘mental health court’ already number more than twenty--and in a quarter of those, re-routing of the accused from the justice system to behavioral care is underway.

Summit County Executive Ilene Shapiro delivered her 2018 State of the County address Thursday. An audience of nearly 1,000 gathered at the John S. Knight Center to hear what she had to say and plans to do.

Shapiro believes financial challenges driven largely by state funding cuts will continue but can be handled without tapping the county’s rainy day fund. She said a plan for solving problems with the county jail will be implemented immediately.

A commission appointed to study ways to make the Summit County jail safer has released its report.  Its recommendations include adding staff, improving officer training, and installing new surveillance equipment.

The report Monday to County Council calls for significant spending to improve jail operations.  But it concludes that  can be accomplished without raising taxes. The money will be shifted from lower priority items in the sheriff’s department’s annual $30 million budget.
