In The Region: A crackdown on so-called “puppy mills” in Ohio is closer to law, after many years and many rewrites. The Ohio House has OK’d the bill strengthening regulations on high-volume dog breeders that produce nine litters of puppies or sell at least 60 dogs a year.
Democrat Teresa Fedor of Toledo says the bill requires licensing and annual inspection of dog breeders, and the ability to fine breeders who violate standards of care. |
“This bill serves to finally create state legislation to prevent large puppy mills and it closes a loophole that has allowed breeders who sell directly the public to operate unregulated. This is where regulation really does help serve the public.”
The Republican who chaired the committee that voted the bill out of committee yesterday says it took a lot of work reach concensus among dog breeders, retailers and rescue groups. Republican state Rep. David Hal lnotes some felt the regulations were too strict, while others felt they weren’t tough enough. |
