A Cleveland Municipal Court bailiff and a court clerk are charged with theft and record tampering
Prosecutors says the pair scammed traffic violators out of fines and court costs

A pair of Cleveland Municipal Court employees have been charged with theft in office for allegedly pocketing traffic ticket fines and court costs.  WKSU’s Kevin Niedermier reports the bailiff and former court clerk are facing third degree felonies.

Between January 2009 and June 2010, bailiff Glenn Webb and court clerk Aisha Muhammad allegedly took about $5000 in fines from unwitting traffic offenders. Assistant Cuyahoga County Prosecutor Paul Soucie says when the traffic violators came to court and entered a guilty or no contest plea, the judge would issue a fine. Then, Webb allegedly asked the individual if they had the cash to pay the fine.

“And if you did, you were asked to follow that individual down a hall where that would take the cash from you and tell you everything was taken care of and you could go on your way. They then split the money, and the court clerk would then alter the file to indicate there had been a payment or jail time served, and that individual was then released from the rest of their obligation.”

Muhammad, the clerk, was indicted on eleven additional charges of record tampering.Soucie the scam was uncovered when a traffic offender, whose friend is a police officer, told the officer about his court experience with Webb and Muhammad.Soucie says the state may push for stiffer punishments because the pair violated the public’s trust.
