Energy efficiency also is a goal in the project. The space between the original building and new wall will act as both a filter and insulation, lowering energy costs by an estimated $600,000 to $700,000 a year.

A third focus of the design is to better protect it against an attack. The new wrap must be able to withstand a blast without the glass shattering and injuring occupants.

Construction is to begin this summer and conclude in 2014. Meanwhile, Young says that the building will remain fully occupied.
