The sagging economy in one North-east Ohio County is generating more cooperation among neighbors.
A growing number of Cuyahoga County communities are agreeing not to take businesses from one another, and to share tax revenues if a business does decide to change locations. It's part of a slowly expanding movement toward greater regional economic cooperation.
