One study predicts that during the 1990's Cleveland could lose 18% of its population, Akron 15% and Youngstown 27%. While that happens, builders are busy breaking grounds for new subdivisions and commercial developments in the farmlands and rural areas outside these cities. Is out migration from the cities a natural movement or can we control it? In part two of our series on urban sprawl, WKSU's Mark Urycki examines some of the options.
